A norm reference test has no external criteria for candidates' performance to be measured against. Instead, performance is measured against the other candidates. It is because of this that it is not possible to say that a particular candidate is at a particular level if you are using norm referencing. Norm referenced tests only make it possible to say that one candidate has performed well (or not) against the other candidates.

Criteria referenced tests are benchmarked to external measurement scales.

It is difficult to give examples of norm referenced tests as most commercial tests (IELTS, TOEFL and so on) are criteria referenced. Norm referencing is most often used in lower stakes testing situations when the teacher or institution wants to know who the best, second best and third best (and so on) candidates are.</description>

I tried to incorporate reference, singularity and new information and it was just a bit too unwieldy so I stopped using it. Meta-language was also a problem. This one seems simpler so I might give it a go.</description>
